That's Darren Condon, an outstanding Junior at the time. In addition to winning the final stage of the Gorey he later in the year won two stages of the Ras Dun na nGall and second on GC, and continued on to win a stage of the Junior Tour and second overall.Aidan Hammond, second from left?

I'm going out on a limb here, but 1st on the left looks like Philip Collins.
Phil was another super talent, and was a first year junior at that time. Late in the Summer of that year he placed 5th in the Elite Men's 10 mile TT champs, at the ripe old age of 16.
Phil moved on from Orwell to the Irish Road Club the following year, with whom he won about 20 National titles at 10 Mile, 25 Mile, 50 Mile and Pursuit, culminating with his representing Ireland on the track in the Atlanta Olympics in 1996. He set a string of National records, some if which were still in the record books until the last few years.

Hardest to be sure because of the cap, but I'm reasonably sure that 4th from the left is Eamon Byrne.
Eamon was another mega talented Junior, again only 16 at the time. While he won an awful lot in a short space of time his most famous result by a long way was in 1993, when he won the Ras Tailteann overall in the colours of the Irish team. He remains one of the youngest (the youngest?) winner of the Ras.

Wow, that's a blast from the past. I think the third from the left is Brendan Ward. I went to school with Collins, Condon and Ward, the first guy doesn't look like Collins but I could be wrong?

Funny, I thought he was the spit of Brendan Ward too, but I didn't know he'd cycled for Orwell.

I finished 2nd to Phil Collins in the club's U16 25m TT in '88 (there was only 2 of us entered, he was 20 mins faster!) That's not Phil in the picture, he was a lot bigger guy.
